United against organized crime: building an international anti-mafia network that connects people, communities, and organizations to promote justice, accountability, and shared action across borders.
As organised crime is increasingly operating across borders, the anti-mafia movement cannot remain confined to a single country. Libera has therefore decided to address this transnational dimension by expanding its work internationally.
The three international networks promoted by Libera:
PLACE - Peace and Liberation in Africa through Change and Engagement, is an African network of Civil Society Organisations committed to confronting organized crime and corruption through nonviolent, democratic, and community-based actions. It represents a vibrant space of collaboration across borders, generations, and disciplines, and was launched in 2023 in Grand Bassam with the vision to amplify the work of African civil society actors who have long been engaged in defending human rights, promoting social justice, and building resilient communities.
PLACE is part of a global network that also includes CHANCE in Europe and ALAS in Latin America. PLACE acts through five interconnected areas of work, each addressing key dimensions of justice, civic participation, and resistance to criminal systems in Africa. Land and climate justice are also considered cross-cutting and transversal to all these efforts.

ALAS -America Latina Alternativa Social, is an international network of more than 60 organisations operating across Latin America, including Colombia, Mexico, Brazil, Argentina, Guatemala, Peru and other countries. Promoted by Libera, it works to prevent and combat human rights violations, organised crime, corruption, impunity, violence, and criminal economies, which hinder the social, cultural and economic development of the region. The network supports victims of criminal violence and their families, promotes human rights, environmental protection, peace, legality, and social justice, and develops advocacy initiatives at both political and social levels.

CHANCE is a European civil society network bringing together associations, movements, informal groups and activists from across Europe. It is a transnational network engaged in continuous dialogue with national and European institutions, academia and the judiciary. Officially launched in 2019, at the European Parliament, its aim is to foster cooperation among civil society organisations working to combat organised crime, mafias, and corruption, while promoting equity and solidarity within European society. CHANCE seeks to place the risks linked to the underestimation of organised crime, particularly globalised criminal enterprises, back at the centre of the European debate.

On 14 December 1994, press agencies launched a network news statement: Libera is born, a cartel of associations against the Mafia. The idea, announced by Don Luigi Ciotti attracted the support of three hundred groups and associations.
